Background
The State of California, Department of Human Resources (CalHR) is seeking proposals for an online wellness program service to enhance employee health and wellbeing. CalHR oversees policies impacting approximately 240,000 employees across various departments and aims to increase participation in its existing Healthier U wellness program. This initiative aligns with the state's commitment to fostering a healthier workforce, which is essential for improving morale and productivity while reducing absenteeism.

Work Details
The contractor will provide an evidence-based wellness program service that includes:

1. Opportunities for employees to track and monitor health practices.
2. Access to medically sound wellness resources.
3. Support for wellness coordinators with resources and tools to facilitate departmental wellness activities.
4. Marketing and implementation plans that are ADA compliant.
5. Development and administration of pre- and post-intervention surveys.
6. Technical support for employees.
7. Online engagement tools for tracking defined health behaviors.
8. Medically sound educational resources.
9. Training sessions via platforms like Microsoft Teams or Zoom for coordinators and employees on utilizing the online service.
10. Daily/weekly wellness communications with up to two targeted competitions annually.

Period of Performance
The contract is anticipated to begin on January 1, 2026, with a duration of three years, plus options for two one-year extensions.

Place of Performance
Work can be performed offsite in a telework/hybrid environment, with potential in-person meetings in Sacramento, CA.

Bidder Requirements
Bidders must meet minimum qualifications including:

1. A current online evidence-based program operational for at least three years.
2. Three customer references verifying service quality.
3. A valid business license.
4. Experience serving a large population (minimum 50,000 customers).
5. Compliance with ADA accessibility requirements and other relevant regulations.
