Background
The California State Transportation Agency, specifically the Department of Motor Vehicles (DMV), is seeking bids for after-hours janitorial services at the Mountain View IBC DMV Field Office. The contract aims to maintain cleanliness and hygiene in the facility, which serves the public and employees. The estimated budget for this three-year term contract is $127,116.00, with a projected start date of May 1, 2026, and a completion date of April 30, 2029.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary to perform after-hours janitorial services at the DMV field office located at 595 Showers Drive, Mountain View, CA 94040. Services include:

1. General cleaning tasks such as dusting, vacuuming carpets and mats, mopping floors with appropriate cleaners for various surfaces (hardwood, tile, carpet), disinfecting high-touch surfaces (doorknobs, light switches), and thoroughly cleaning restrooms including fixtures and floors.

2. Maintenance logs must be kept to confirm scheduled daily and periodic maintenance tasks.

3. Specific tasks include:
- Daily cleaning of high-touch surfaces.
- Weekly dusting of furniture and fixtures.
- Biweekly application of floor finish on hard surfaces.
- Quarterly deep cleaning tasks such as dusting blinds and light fixtures.
- Annual carpet extraction cleaning.

4. The contractor must ensure that all services are completed no later than one hour before DMV business hours.

Period of Performance
The contract will be performed over a period of thirty-six (36) months starting from May 1, 2026 until April 30, 2029.

Place of Performance
The services will be performed at the Mountain View IBC DMV Field Office located at 595 Showers Drive, Mountain View, CA 94040.

Bidder Requirements
Bidders must be certified by the State of California as a Certified Small Business. They must comply with Government Code Section 19134 regarding wages and benefits and provide proof of compliance with Labor Code Sections related to displaced janitors and property service workers protection. A mandatory pre-bid conference is required for bidders to attend in order to submit a bid.
