Background
The Department of General Services, Facilities Management Division (FMD) of the State of California is issuing this Invitation for Bid (IFB) for Electrical Switchgear Maintenance and Repair services.
The FMD is responsible for managing, maintaining, and operating state buildings and grounds. This contract aims to procure services for electrical switchgear maintenance and repairs on state property located at three specific buildings: Riverside California Tower (#330), Van Nuys State Building (#530), and Fresno Hugh Burns State Building (#701).
Work Details
The contractor will provide all labor, equipment, and materials necessary for electrical switchgear maintenance, repairs, and testing services. Services include:
1. Annual Preventive Maintenance: Testing and maintenance of electrical switchgear;
2. Repairs: Addressing any identified issues during inspections;
3. Testing: Conducting thorough testing as per manufacturer recommendations.
Specific tasks include inspecting mechanical components, tightening bolts, performing thermal imaging inspections, testing ground-fault systems, inspecting low-voltage power breakers, and ensuring compliance with safety standards such as NFPA 70E. The contractor must maintain a standing agreement with a 24-hour parts distributor to ensure timely repairs.
Period of Performance
The anticipated term of the contract is three (3) years.

Services will be performed at the following locations:
- Riverside California Tower (#330), 3737 Main Street, Riverside, CA 92501;
- Van Nuys State Building (#530), 6150 Van Nuys Blvd., Van Nuys, CA 91401;
- Fresno Hugh Burns State Building (#701), 2550 Mariposa Mall, Fresno, CA 93721.
Bidder Requirements
Bidders must possess a valid Class C-10 Electrical license issued by the California Department of Consumer Affairs. They must also provide proof of insurance covering general liability, commercial automobile insurance, and worker’s compensation. Bidders are required to document participation in the Disabled Veterans Business Enterprise (DVBE) program with a minimum participation goal of 3%. Additionally, bidders must be registered with the Department of Industrial Relations (DIR) if required by law.
