25-172 Janitorial services at the Oxnard DMV Field Office Estimated cost for 36 months: $145,692.00 Please note that you must register with Cal eProcure in order to download IFB packages and any other provided documents from the Cal eProcure website. Bidders are advised to check the Cal eProcure website for addendums, modifications, and updates to the bid documents. The Department of Motor Vehicles (321DMV) is not responsible for failure of the prospective bidder to check for any bid document updates, changes, or answers to questions posted on Cal eProcure. Failure to periodically check the website will be at the bidder's sole risk. In submitting your bid, you must comply with the instructions found herein. Background
The California Department of Motor Vehicles (DMV) is issuing this Invitation for Bid (IFB) for janitorial services at the Oxnard DMV Field Office. The goal of this contract is to ensure a clean and sanitary environment for both employees and the public visiting the DMV office. The contract is intended to cover after-hours janitorial services, which will be performed in compliance with established standards and regulations.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary to perform after-hours janitorial services at the Oxnard DMV Field Office located at 4050 South Saviers Road, Oxnard, CA 93033. Services include but are not limited to: general cleaning, disinfecting high-touch surfaces, maintaining a weekly maintenance log, vacuuming carpets, mopping floors with appropriate cleaners, cleaning restrooms and portable handwashing sinks, and ensuring that all tasks are completed no later than one hour before DMV business hours.

Specific tasks include:
- Cleaning and disinfecting all hard surfaces
- Performing daily tasks such as cleaning high-touch surfaces
- Weekly tasks like dusting furniture
- Biweekly application of floor finish
- Quarterly dusting of blinds and light fixtures
- Semi-annual window cleaning
- Annual carpet extraction

The contractor must also manage any special maintenance areas as designated by the DMV.

Period of Performance
The contract term is set for thirty-six (36) months, commencing on November 1, 2025.

Place of Performance
The services will be performed at the Oxnard DMV Field Office located at 4050 South Saviers Road, Oxnard, CA 93033.

Bidder Requirements
Bidders must comply with Government Code Section 19134 regarding wages and benefits. They must also provide proof of compliance with Labor Code Sections 1060 - 1065 related to displaced janitor opportunities and Property Service Workers Protection Act requirements. Bidders are required to have a valid California Department of Industrial Relations registration number at the time of bid opening. Additionally, bidders must not be targets of economic sanctions as per Executive Order N-6-22.
