Background
The Department of Housing and Community Development (HCD) is seeking to procure insignia, decals, and label printing services for housing units in accordance with the standards set forth in the California Code of Regulations. Work Details
The contract involves providing exterior and interior insignia, decal, and label printing services. These labels are official identifying stickers required for placement on housing units, food trucks, and other equipment as mandated by California Code of Regulations Title 25. The contractor must deliver products that meet specific standards outlined in the IFB, including:

1. Local Property Tax Decal (Exterior Use) made from aluminum materials that are weatherproof and have a lifespan of 20 years.

2. Factory Built Housing Red Insignia (Interior Use) made from printable matte vinyl sticker paper with a similar lifespan.

3. Bidders must provide samples of both types of decals as part of their submission.

Period of Performance
The anticipated agreement start date is October 1, 2025, lasting until September 30, 2028. The contract term is three years.

Place of Performance
Services will be performed within the State of California as specified by HCD.

Bidder Requirements
Bidders must be a corporation or partnership authorized to do business in California and provide proof of their business license. They must demonstrate at least two years of experience working with government agencies on similar projects within the last ten years. Additionally, bidders must provide insurance certificates with coverage limits as specified in the IFB. Bidders are encouraged to include participation from certified small businesses or Disabled Veteran Business Enterprises (DVBE) for potential incentives.
