25-032 After-Hours Janitorial Services

Background
The California State Transportation Agency, under the Department of Motor Vehicles (DMV), is seeking bids for After-Hours Janitorial Services at the South Lake Tahoe DMV Field Office. This contract aims to ensure cleanliness and maintenance of the facility, supporting the DMV's mission to provide quality service to the public. The current contractor is My Blue Home Services, Inc., with a cost of $4,415.49.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary for after-hours janitorial services at the South Lake Tahoe DMV field office located at 3344 Lake Tahoe Blvd., South Lake Tahoe, CA 96150. Services include:

1. General cleaning tasks such as vacuuming carpets, mopping floors with appropriate cleaners, disinfecting high-touch surfaces, and maintaining a weekly maintenance log.

2. Specific cleaning duties include:
- Daily tasks: Cleaning and disinfecting high-touch surfaces like doorknobs, desks, and bathroom fixtures; emptying trash receptacles; and ensuring all areas are secured after cleaning.
- Weekly tasks: Spot dusting furniture and horizontal surfaces; sweeping and damp mopping storage spaces.
- Biweekly tasks: Applying floor finish to hard floors.
- Quarterly tasks: Dusting blinds and light fixtures.
- Annual tasks: Extractor cleaning carpets using hot water extraction methods.

3. The contractor must ensure that all services are completed no later than one hour before DMV business hours.

Period of Performance
The contract will be performed over a term of thirty-six (36) months, commencing on August 1, 2025 or upon contract approval.

Place of Performance
Services will be performed at the South Lake Tahoe DMV Field Office located at 3344 Lake Tahoe Blvd., South Lake Tahoe, CA 96150.

Bidder Requirements
Bidders must comply with Government Code Section 19134 if utilizing employees for janitorial services. They must also adhere to Labor Code Sections 1060-1065 regarding displaced janitor opportunities and provide a California Department of Industrial Relations registration number with their bid. Bidders are required to attend a mandatory pre-bid conference on April 29, 2025.
