25-025 - Parking Lot Sweeping and Pressure Washing and/or Steam Cleaning Services for the Davis DMV Field Office

Background
The California State Transportation Agency, under the Department of Motor Vehicles (DMV), is seeking to contract for parking lot sweeping and pressure washing and/or steam cleaning services at the Davis DMV Field Office. The goal of this contract is to maintain cleanliness and safety at the DMV facility, which aligns with the agency's mission to provide quality service to the public.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary for the following services:

1. **Parking Lot Sweeping**: Conducted two times per week (Sunday and Wednesday) during non-business hours (6:00 p.m. to 6:00 a.m.). Sweeping will cover all paved surfaces, corners, behind car stops, around dumpsters, sidewalks adjacent to buildings, doorways, entryways, alcoves, under trees and shrubs, and patio areas. Additional duties include removing oil spills using environmentally safe absorbents and manually picking up trash and debris.

2. **Pressure Washing/Steam Cleaning**: Performed once a month on the second weekend of each month from Saturday at 12:00 a.m. to Sunday at 10:00 p.m. Areas to be cleaned include sidewalks, curbs, entryways, walkways, alcoves, carports, benches, concrete trash bins, exterior building walls, and removal of cobwebs. The contractor must use their own water source and equipment for pressure washing.

Period of Performance
The contract will be effective for a term of thirty-six (36) months starting from the proposed date of August 1, 2025.

Place of Performance
Services will be performed at the Davis DMV Field Office located at 505 Pole Line Road, Davis, CA 95616.

Bidder Requirements
Bidders must be certified as a Small Business by the State of California's Department of General Services (DGS). They must also comply with Executive Order N-6-22 regarding Economic Sanctions against Russia. The contractor is required to utilize truck-mounted equipment for parking lot sweeping; trailer-mounted equipment is not permitted.
