24-72006-000 Firestop Installation Services (Napa)

Background
The Department of State Hospitals (DSH) is seeking bids for firestop installation services at the Napa State Hospital. This project aims to restore the hourly rating of fire-rated assemblies that have been compromised by installations related to Unified Hospital Command (UHC) speakers and associated Local Area Network (LAN) wiring.

The work is classified as a public works project under Labor Code 1720, requiring contractors and subcontractors to be registered with the Department of Industrial Relations (DIR) and to pay prevailing wages as per Labor Code 1771.

Work Details
The contractor will provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, bonds, and personnel required for firestop installation services. The firestop systems must be approved by Underwriter Laboratories (UL) or supported by an Engineering Judgment (EJ).

The scope includes addressing penetrations through fire-rated walls, corridors, floors, and smoke barriers where previous installations did not include firestop systems. The contractor must also ensure compliance with security provisions while working on state hospital grounds.

Period of Performance
The anticipated term of the agreement is from May 15, 2025, through May 14, 2027. All performance under the agreement must be completed by the termination date.

Place of Performance
The contract will be performed at Napa State Hospital located at 2100 Napa Vallejo Hwy, Napa, CA 94558.

Bidder Requirements
Bidders must submit proof of their legal right to do business in California and be registered with the DIR if their bid exceeds $25,000. They must also provide a copy of their current Contractor's State License (C-2 or C-16) or Class 'B' General Building Contractor license.

Bidders need to demonstrate a minimum of five years' experience in installing UL listed firestop systems and provide references from customers including at least one governmental entity. Additionally, bidders must certify compliance with insurance and bond requirements.
