Description

6/12/25 - Addendum #1 released. You are invited to review and respond to this Small Business Bid Solicitation (SB Bid) entitled 24-384 - Flooring Replacement Services at the Hemet DMV Field Office. Term: Fifteen (15) calendar days within an eighteen (18) months Estimated Total Contract Cost: $45,000.00 See Solicitation for Bidder Qualifications. A mandatory pre-bid conference is scheduled at 10:00 a.m. on 6/10/2025 at Hemet DMV field office (Meeting at the flagpole), 1200 South State Street, Hemet, CA 92543, for the purpose of discussing concerns regarding this SB Bid. Written questions regarding SB Bid are due by 10:00 a.m. on 06/12/2025. Written responses top questions released by 5:00 p.m. on 6/13/2025. Final date for bid submission is 11:59 p.m. on 6/17/2025.
Background
The California State Transportation Agency, under the Department of Motor Vehicles (DMV), is issuing a Small Business Bid Solicitation (SB Bid) for flooring replacement services at the Hemet DMV Field Office.
The goal of this contract is to replace approximately 3,000 square feet of carpet tiles and 3,300 square feet of tile flooring to enhance the facility's functionality and aesthetics.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary for the flooring replacement services. Specific tasks include:
1. Removal of old carpet and installation of new carpet tiles (approximately 3,000 square feet).
2. Removal and installation of vinyl composition tile (VCT) flooring (approximately 3,300 square feet).
3. Conducting calcium chloride moisture tests by an independent agency approved by the State of California.
4. Providing Negative Air Machines during installation and for 24 hours post-installation to manage air quality.
5. Replacing electric covers and Walker Duct covers as needed during installation.
6. Ensuring all work complies with plans and specifications outlined in Exhibit A of the solicitation.

Period of Performance
The contract term is fifteen (15) calendar days within an eighteen (18) month period from the specified start date provided by the DMV Project Manager.

Place of Performance
All services will be performed at the Hemet DMV Field Office located at 1200 South State Street, Hemet, CA 92543.

Bidder Requirements
Bidders must be certified as a Small Business by the State of California's Department of General Services. Additionally, bidders must possess a valid C-15 contractor license from the California Contractors State License Board. All subcontractors must also have applicable licenses in good standing throughout the contract duration.
