24-316 IFB Emergency Power Generator Conversion from Analog to Digital for DMV Headquarters

Background
The Department of Motor Vehicles (DMV) is issuing this Invitation for Bid (IFB) 24-316 for the conversion of an emergency power generator from analog to digital at their Headquarters.
The goal of this contract is to ensure that the DMV has a reliable and updated power generation system that meets modern standards, particularly under emergency conditions.

Work Details
The awarded contractor will provide all labor, tools, materials, equipment, and travel necessary to:
1. Convert the existing emergency power generator controls from analog to digital.
2. Provide and install a 400kVA @ 480vac interim generator.
3. Transfer all control and power wiring as specified in the scope of work.
4. Verify all dimensions and existing site conditions prior to commencing work. Specific tasks include:
- Locking out and tagging out the existing generator for safety.
- Removing the existing control panel and replacing it with a new Caterpillar version EMCP 4.3.
- Installing a new CDVR (CAT Digital Voltage Regulator) and associated wiring.
- Installing new sensors for oil pressure and coolant temperature.
- Conducting thorough inspections and testing of the system before finalizing repairs.
- Providing an interim generator during the conversion process and restoring all temporary conditions back to permanent status after completion.

Period of Performance
The contract will commence on April 1, 2025, or upon contract approval, with a performance period of ninety (90) calendar days.

Place of Performance
All work will be performed at DMV Headquarters Building East, located at 2415 First Avenue, Sacramento, CA 95818.
