Background
The State of California, through the Department of General Services (DGS), Office of Business and Acquisition Services (OBAS), is initiating a procurement for natural gas supply services under the Natural Gas Services Program (NGS). This program aims to consolidate and address the natural gas procurement needs of multiple state agencies, in accordance with Public Contract Code Section 10299.1. The contract will be structured based on the North American Energy Standards Board (NAESB) Base Contract.

Work Details
The contractor will provide all necessary labor, equipment, and materials to deliver natural gas services as outlined in the NAESB Base Contract. Key services include:

- Supplier Services
- Risk Management Transactions
- Changes in Operations and Projected Gas
- Default management
- Regulatory Change compliance
- Miscellaneous support

The contractor must ensure that the quality of service is equivalent to firm service for all participants. The contract anticipates approximately 66 participant premises in Southern California. The contractor's rates will remain fixed for the entire contract term, which is expected to last 36 months with an option for two one-year extensions. Upon contract approval, gas transactions may begin immediately.

Period of Performance
The anticipated period of performance for this contract is 36 months from the start date, with options for two additional one-year extensions at mutually agreed rates.

Place of Performance
The services will be performed primarily within Southern California, specifically in areas served by SDG&E and other distribution locations such as the City of Long Beach.

Bidder Requirements
Bidders must be registered with the State of California Secretary of State if required by law. They must provide proof of insurance covering Commercial General Liability, Automobile Liability, and Workers Compensation. Bidders are required to submit three references demonstrating satisfactory job performance on similar projects within the last five years. There is no mandatory participation requirement for Disabled Veterans Business Enterprises (DVBE), but documentation must be provided if DVBE incentives are requested.
