24-229 Parking lot repairs and fabricate and install four (4) swing gates and two (2) protective bollards at the Fremont DMV Field Office

Background
The California State Transportation Agency, under the Department of Motor Vehicles (DMV), is issuing a Small Business Bid Solicitation (SB Bid) for project 24-229. The purpose of this contract is to perform parking lot repairs and to fabricate and install four swing gates and two protective bollards at the Fremont DMV Field Office. This initiative aligns with the DMV's mission to enhance safety and accessibility at its facilities.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary for the following tasks:

1. **Parking Lot Repairs**:
- Clean existing asphalt surfaces and complete minor asphalt repairs.
- Fill cracks over 1/4” wide with rubberized crack filler.
- Apply two or more coats of asphalt seal covering on all asphalt surfaces.
- Remove and replace curb, gutter, valley gutter, and/or sidewalk as indicated on site map.
- Repaint existing painted curbs, arrows, and symbols with original colors; re-stripe all existing spaces and lines with two coats of undiluted paint.
- Install new truncated dome pads where shown on drawings.
- Mark motorcycle parking space as 'MOTORCYCLE PARKING ONLY' and paint bollards yellow where applicable.
- Paint disabled spaces with blue lines centered on top of white lines.
- Black out existing striping that will not be repainted after seal coating.
- Remove low or incorrectly installed planter box pavers and reinstall them after leveling.
- Secure wheel stops by driving fasteners down flush with the top of the wheel stop.

2. **Fabrication and Installation of Swing Gates**:
- Fabricate and install four swing gates along with four six-inch gate support bollards, four four-inch gate stop rest posts, and two six-inch protective bollards.
- Ensure gates can be secured in an open position against a stopping post and locked in a closed position for security after hours.
- Conduct Best Management Practices (BMP) to prevent construction pollutants from entering stormwater systems.

Period of Performance
The contract is expected to commence on December 1, 2024, or upon contract approval, whichever occurs later. The completion timeframe is thirty (30) calendar days thereafter.

Place of Performance
All work will be performed at the Fremont DMV Field Office located at 4287 Central Ave., Fremont, CA 94536.
