Background
The Yountville Veterans Home currently provides four levels of care: Domiciliary (Dom), Residential Care Facility for the Elderly (RCFE), Intermediate Care Facility, and Skilled Nursing Facility (SNF). The current SNF is located in the Holderman Building. Constructed in 1932, the Holderman Building also houses most of the medical support staff, as well as the various ancillary units, including the pharmacy, the medical records center, and the ambulatory care clinic. In close proximity to the Holderman Building is the Franklin Delano Roosevelt (FDR) Building, which houses the SNF Memory Care (MC). Replacing the Holderman Building has been a priority for CalVet. In 2013, the Yountville Facilities Master Plan Evaluation called for construction of a new SNF as a top priority for the Yountville Home. In fiscal year 2020-21, the Governor and the Legislature approved construction funding for the replacement building, reinvesting in the Yountville Home’s future. In June of 2020, the United States Department of Veterans Affairs (USDVA) approved a construction grant to build a new SNF facility on the Yountville Campus. Construction is underway for the new SNF and is expected to be completed in January 2025. Once licensed, CalVet will relocate residents from existing buildings into the new SNF.

Work Details
This Request for Proposal (RFP) is to establish an activation consultant contract for the activation of the new 240-bed Skilled Nursing Facility on the Home’s campus.
The State of California (State), Department of Veterans Affairs (CalVet), Capital Assets/Facilities and Construction Unit Division (CAFC), manage, maintain, and operate Veterans Homes and Cemeteries statewide.
Pursuant to Government Code 4525, CalVet is procuring the most qualified professional firm for consultation in support of efforts to activate the new Veterans Home of California – Yountville (Home) Skilled Nursing Facility (SNF) and to assist CalVet and Home leadership in maintaining continuity of care and operations at the Home.

Period of Performance
The contract will be performed over an estimated time frame from April 19, 2024 - May 3, 2004.

The contract will be performed at California Department of Veterans Affairs, 1227 O Street, Sacramento, CA 95814.
