Background
The State of California, Department of General Services (DGS), Real Estate Services Division (RESD), Asset Management Branch (AMB) is seeking proposals for real estate economist consulting services. The goal is to assist in evaluating and tracking affordable housing development proposals from housing developers for available state-owned sites.
This initiative aligns with the administration's objectives to address the critical housing shortage by utilizing excess state properties effectively.

Work Details
The contractor will perform the following tasks:
1) Project Initiation - Designate a Project Manager, lead a project kick-off meeting, develop a project plan, and provide bi-weekly progress reports.
2) Preparation for and Evaluation of Proposals - Assist in preparing RFP documentation, review developer proposals for completeness and feasibility, provide evaluation reports, and order Preliminary Title Reports.
3) Provision of Advice for Complex Policy Matters - Advise on project budgets, program improvements, and develop document templates.
4) Ground Lease and Financial Closings - Control documents during the closing process, assist with escrow instructions, and prepare a project close-out report detailing all completed tasks.

Period of Performance
The contract is anticipated to last for three (3) years, from November 10, 2024, through November 9, 2027.

Place of Performance
Services will be performed remotely.
