2026 Waste Characterization Study

Background
The City of Palo Alto is seeking proposals from qualified firms to conduct a waste characterization study (WCS) of the City’s municipal solid waste stream. This study aims to support the City's Zero Waste Plan, which targets a 95% diversion of waste from landfills by 2030. The previous WCS was completed in 2017, and the new study will provide updated data to guide future waste management strategies.

Work Details
The consultant will perform a comprehensive analysis of the solid waste stream, including residential single-family and multifamily garbage, recyclables, compost, commercial waste, hospital garbage, and construction debris. Key tasks include:

1. Project Coordination and Administration: Management of all task activities, including budget monitoring and quality control.

2. Waste Characterization: Conduct targeted waste audits to develop a detailed study design and sampling plan.

3. Field Sampling: Collect and sort samples from various sectors to characterize waste composition.

4. Data Management: Analyze collected data using established statistical methodologies and prepare visual representations of findings.

5. Reporting: Assemble findings into a clear report with actionable recommendations for improving waste diversion efforts.

Period of Performance
The project is expected to commence six weeks after the Notice to Proceed (NTP) is issued, with a draft report due ten weeks after NTP and a final report due eleven weeks after NTP.

Place of Performance
The work will primarily take place in Palo Alto, California, with specific activities occurring at designated sorting areas such as the GreenWaste Recovery Materials Recovery Facility in San Jose.

Bidder Requirements
Proposers must demonstrate financial stability through recent audited financial statements or equivalent documentation. They should also comply with all applicable laws and regulations governing municipal contracts.
