Background
The South Tahoe Public Utility District (STPUD) is issuing this solicitation for the construction of the 2026 Pioneer Trail Waterline Project. The contract will be performed from April 23, 2026, until completion, with bids due by that date.

The project site is located within an unincorporated area of El Dorado County, California, along Pioneer Trail between Marshall Trail and Susquehanna Drive. This includes areas within El Dorado County right-of-way and on US Forest Service lands via special use permit.
Bidder Requirements
Bidders must possess a valid class A contractor license at the time of bid opening. The project is subject to prevailing wage requirements under both California labor standards and federal standards including the Davis-Bacon Act. Bidders must be registered with the Department of Industrial Relations to perform public work.
Compliance with Disadvantaged Business Enterprise (DBE) requirements and American Iron and Steel (AIS) regulations is mandatory. Additionally, bidders must comply with CARB regulations regarding diesel-fueled fleets.

California Drinking Water State Revolving Fund Loan. The Contractor will be required to comply
with State and federal contract rules and regulations including requirements for Disadvantaged
Business Enterprise (DBE) and American Iron and Steel (AIS) as detailed in Section 00 73 00,
Supplementary Conditions. The prime contractor is required to provide documentation that the local
U.S. Small Business Administration (SBA) and/or the Minority Business Development Agency
(MBDA) of the U.S. Department of Commerce were notified of the contracting opportunity, when
possible, at least thirty (30) calendar days prior to the bid opening date. A bid will be considered
non-responsive unless it includes the forms required in Section 00 20 00 Instructions to Bidders and
Section 00 73 00 Supplementary Conditions to be completed and submitted with the Bid.
