Background
The City of West Sacramento is initiating the 2026 Pavement Rehabilitation Project to address the deteriorating conditions of local and arterial streets that are critical for transportation and emergency services.
The project aims to restore roadway integrity, extend pavement life, and enhance safety for all users.
This initiative is funded through Measure O, which supports annual Pavement Preservation and Rehabilitation projects.

Work Details
The selected contractor will provide comprehensive services including:
1. **Project Management & Coordination**: Conduct kick-off meetings, manage schedules, facilitate interagency meetings, and provide ongoing consultation. Attend public meetings as needed.
2. **Data Collection & Review**: Review existing data and gather additional information necessary for project execution.
3. **Environmental Documentation**: Prepare CEQA documents, conduct tribal consultations as required, and circulate documents for public comment.
4. **Reports, Permitting & Right-of-Way Activities**: Identify permitting requirements and assist in completing permit applications.
5. **Surveying**: Conduct topographic surveys, utility research, and verify the location of utilities.
6. **Utility Coordination**: Work with utility providers to resolve conflicts.
7. **Pavement Design Report**: Perform testing on existing pavement sections and develop rehabilitation recommendations.
8. **Design Services**: Provide initial (60%), revised (90%), and final (100%) design submittals including detailed plans and specifications.
9. **Bidding Support**: Assist with bidding processes, respond to inquiries from bidders, and prepare bid documents.
10. **Design Support During Construction**: Attend preconstruction meetings, respond to RFIs, issue design modifications, and prepare record drawings.
Period of Performance
The contract term is set for three years with an option for two additional one-year extensions based on mutual agreement.
