Background
The City of Carlsbad and the Carlsbad Municipal Water District (CMWD) are seeking qualified consultants to establish Master Agreements for construction management and inspection services. The goal is to retain multiple consultants who can provide inspection, construction management (both vertical and horizontal), and materials testing professional services across various disciplines. This initiative supports the City’s mission to enhance public infrastructure and ensure compliance with local standards.
Work Details
Consultants will provide a range of services including:
- Daily onsite field inspections, reports, and observations covering weather conditions, contractor's equipment, manpower, work performed, materials used, site visitors, delays in work, and deficiencies.
- Oversight of daily construction operations and preparation of project-related documents such as RFIs, submittals, change orders, and meeting minutes.
- Constructability reviews of project documents.
- Establishing document control systems for communications and correspondence.
- Preparation of reports for distribution to the city and relevant parties.
- Maintenance of logs for shop drawings, requests for information, change orders, progress payment requests, daily inspection reports, etc.
- Conducting labor compliance services and stormwater inspection services to ensure adherence to state regulations.
- Providing materials testing services including density tests for soils and concrete compressive strength tests among others. The contract includes provisions for both horizontal and vertical construction management with specific financial limits set for each agreement.
Period of Performance
The contract is set to commence on or about August 18, 2025, with an initial duration of three years. There is an option for the City Manager/Executive Manager to extend the contract for up to two additional one-year periods.

The services will be performed within the geographic boundaries of the City of Carlsbad and may include various locations as determined by specific project needs.
