Description

Background
The City of Hayward, located in Alameda County, California, is known as the 'Heart of the Bay' due to its central location to major cities like San Francisco, Oakland, and San Jose. The City owns and operates its own sanitary sewer collection system and Water Resources Recovery Facility (WRRF).

The sewer collection system comprises approximately 322 miles of gravity sewers, 4 miles of force mains, and 9 lift stations. The City is seeking a qualified Consultant to develop a 2025-26 flow monitoring program, collect dry and wet weather flow data, update and recalibrate the City’s Infoworks ICM hydraulic model, identify capacity needs and associated projects and priorities, and update the City’s Sewer Collection System Master Plan. This contract aims to ensure that the sewer system can adequately handle current and future wastewater flows while complying with new statewide requirements.

Work Details
The Consultant will perform the following tasks:
1. Project Administration and Management: Provide a project schedule with key milestones; conduct monthly project update meetings; maintain communication; provide monthly written progress reports.

2. Data & Information Collection: Collect relevant data for the new flow monitoring program, hydraulic model update, and master plan update.

3. Flow Monitoring Program: Develop a new flow monitoring program including proposed meter locations; calibrate and install meters; provide a comprehensive report summarizing data collected.

4. Hydraulic Model Update and Calibration: Update the existing InfoWorks ICM model network; calibrate the model using new flow data.

5. Capacity Evaluation Criteria: Work with the City to develop criteria for identifying capacity constraints.

6. Capacity Analysis: Evaluate system capacity under peak conditions; identify surcharges/spills; recommend improvement projects.

7. Additional Tasks for Statewide WDR Compliance: Apply WDR lens to hydraulic analysis results; provide recommendations for capital improvement plans (CIP).

8. Capital Improvement Program: Develop recommendations for capacity needs over a 5-20 year timeline.

9. Draft and Final Master Plan Report: Prepare draft/final reports discussing analyses, assumptions, methodologies, results, and recommended CIP.

Period of Performance
The contract will commence upon notice to proceed in September 2025 and is expected to be completed by December 2026.

Place of Performance
The work will be performed within the City of Hayward, California.
