Background
The City of Del Mar is seeking Statements of Qualifications (SOQ) from qualified professional consulting firms to provide professional audit services. The goal is to ensure compliance with generally accepted auditing standards and the standards set forth in Government Auditing Standards and OMB Circular A-133.
The City, incorporated in 1959, operates under a Council-Manager form of government and has a total budget of $42.7 million for the Fiscal Year 2024-2025.
Work Details
The selected auditor will perform the following tasks:
1. Examine the financial statements of all activities, business-type activities, each major fund, and aggregate remaining fund information for the fiscal years ending June 30, 2025, through June 30, 2027.
2. Prepare a standard short form audit report including signed opinion, basic financial statements, compliance reports, and schedules of findings.
3. Apply procedures to management discussion and analysis for GASB compliance.
4. Present annual financial statements at a City Council meeting.
5. Prepare a management letter detailing internal control improvements.
6. Provide general consultation on financial reporting matters.
7. Communicate reportable conditions to the City Manager immediately if any irregularities are found during the audit.
Period of Performance
The contract will be effective for three years starting July 1, 2025, with an option to extend for an additional two years.
Place of Performance
Services will be performed within the City of Del Mar, California.
Bidder Requirements
Consultants must be registered with the California Department of Industrial Relations (DIR) as required by SB 854 and comply with all applicable laws regarding public contracts.
