Background
The City of Redlands (City) is inviting proposals from qualified professional engineering firms to perform Engineering and Traffic Surveys (E&TS) as necessary to provide sufficient information to document that the conditions of the latest edition of the California Vehicle Code (CVC) Section 627 have been satisfied and that other conditions not readily apparent to a motorist are properly identified for the establishment of speed limits. The City is a full-service, general law city incorporated in 1888 with a population of approximately 71,513. The City has 9 departments and over 500 full and part-time employees. The City operates its own library, police department, fire department, airport, landfill, solid waste service, and water utility.
Work Details
Project tasks shall include conducting vehicle speed (radar) surveys for 138 street segments within the City of Redlands. Surveys shall not be conducted on weekends or during peak traffic hours.
The Consultant shall drive and observe each specified location and determine, on the basis of experienced traffic engineering judgment, whether or not there are any roadway characteristics not readily apparent to the average motorist that would justify reduction or increase of the proposed speed limit(s) to the maximum permitted under the latest requirements of the State of California and the California Vehicle Code. The Consultant shall determine the appropriate speed limit for each segment following the latest requirements of the State of California and the California Vehicle Code.
Period of Performance
The contract period is from July 3, 2024, to a date TBD.

The geographic location for this contract is within the City of Redlands.
