1084641 - Vehicle - All-Electric (EV) Passenger Cart

Background
The Los Angeles County Department of Mental Health is seeking to procure an all-electric passenger cart to support its operations. The goal of this contract is to provide a sustainable and efficient transportation solution that aligns with California's environmental standards and regulations.

Work Details
The contract requires the provision of a 2 Front/2 Rear Facing Seats All-Electric Passenger Cart that meets the following specifications:

1. The vehicle must be complete with all necessary equipment and accessories.
2. Compliance with the State of California Motor Vehicle Code, Division of Industrial Safety Order, and F.M.V.S.S. requirements is mandatory.
3. The vehicle must be a current year manufacture model and not modified from the manufacturer's standard production model.
4. Acceptance by the County does not waive vendor responsibility for compliance with specifications.
5. The vehicle must have a curb weight of at least 900 lbs, payload capacity of at least 800 lbs, and dimensions approximately 65" wheelbase, 115" length, 45" width, and 78" height.
6. It should feature an electric powertrain with a motor size of approximately 48v - 5kW and AC induction type.
7. The vehicle must achieve zero evaporative emissions and comply with California's stringent tailpipe emission standards.
8. Delivery must include all standard features for the bid model/year, including safety items such as airbags and seat belts.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the final agreement.

Place of Performance
Delivery will be made to the County of Los Angeles – Department of Mental Health at a location to be determined (TBD).

Bidder Requirements
Bidders must register in the County’s WebVen system prior to submitting their bid. They are required to provide documentation including but not limited to: Exhibit 1 (Proposer’s Organization Questionnaire/Affidavit), Exhibit 2 (Proposer’s Certification of Compliance), and other forms specified in Appendix A – Purchasing Required Forms.

Bidders are encouraged to subcontract portions of work to certified Small Business Enterprises (SBE), Local Small Business Enterprises (LSBE), Disabled Veteran Business Enterprises (DVBE), Social Enterprises (SE), or Community Business Enterprises (CBE).
