Background
The State of California, through the Department of Water Resources (DWR), is seeking proposals for technical support in economic and environmental analysis related to the Water Storage Investment Program (WSIP). The goal of this contract is to assess the quantification and monetization of public benefits associated with water storage projects. This initiative aligns with California's broader mission to enhance water resource management and sustainability.

Work Details
The contractor will provide technical support that includes:

1. Conducting economic and environmental analyses for the WSIP.
2. Reviewing and analyzing applicants' physical public benefits and project costs.
3. Providing analytical support to update Maximum Conditional Eligibility Determinations (MCEDs) as needed.

Services will be performed on an as-needed basis at the request of the DWR Contract Manager, depending on the timing of WSIP funding hearings and any supplementary funding requirements.

Period of Performance
The anticipated term of this agreement is three years, with an option for one additional two-year extension. The expected start date for services is July 2025.

Place of Performance
Work will be performed remotely, with meetings conducted via Microsoft Teams or Zoom, as well as at the DWR office located at 715 P Street, 7th Floor, Sacramento, California.

Bidder Requirements
Proposing firms must demonstrate a minimum of five years of experience in water resources planning, including hydrologic studies and economic analysis. They must also have thorough knowledge of California water policy and experience working with state or local agencies. Additionally, firms must comply with all state regulations regarding tax delinquency status verification and may need to provide documentation related to small business or disabled veteran business enterprise participation.
