Background
The California Department of Transportation (Caltrans) is seeking Statements of Qualifications (SOQs) from qualified firms for the A&E On-call Roadway Construction Services in District 10. The contract aims to support Caltrans in the construction phase of transportation facilities, ensuring compliance with state and federal regulations.

The estimated contract value ranges from $10,516,873 to $17,089,917, with a term of three years.

Work Details
The Consultant will provide professional and technical services on an as-needed basis for roadway construction services. This includes:
1. Conducting construction materials sampling and testing.
2. Reviewing project plans and specifications to ensure compliance with Caltrans standards.
3. Performing engineering and environmental analyses, inspections, sampling, testing, and documentation of contractor compliance with contract requirements.
4. Managing change orders and extra work services as per Caltrans guidelines.
5. Developing a quality control plan that meets Caltrans standards for all deliverables.

Period of Performance
The estimated contract term is three years, commencing upon the issuance of a Notice to Proceed (NTP). Work may begin within two working days after receiving a fully executed Task Order.

Place of Performance
Work will be performed throughout the counties of Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, and Tuolumne in California within District 10 limits. Specific locations will be identified in each Task Order.

Bidder Requirements
Bidders must comply with the Disadvantaged Business Enterprise (DBE) Program requirements as per federal regulations. They must also submit financial documents upon selection and ensure that all personnel meet minimum qualifications specified by Caltrans.
