Background
The California Department of Transportation (Caltrans) is seeking Statements of Qualifications (SOQs) from qualified firms for On-Call Roadway Construction Services. This initiative aims to support Caltrans in the construction phase of transportation facilities, ensuring compliance with state and federal regulations.

The estimated contract value ranges from $23,695,812.70 to $38,505,695.64, with a commitment to achieving a 25% Small Business participation goal as mandated by Executive Order S-02-06.

Work Details
The Consultant will provide professional and technical services on an on-call basis for various roadway construction projects. Specific services include:
1) Roadway Construction Inspection and Office Engineering;
2) Construction Claims Support;
3) Construction Scheduling using Critical Path Method (CPM);
4) Construction Materials Sampling and Testing;
5) Implementation of Construction Stormwater Management;
6) Management of Roadway Construction as a Consultant Resident Engineer.

The Consultant must also familiarize themselves with project plans and specifications, conduct engineering analyses, and ensure compliance with contract requirements for timely payments to contractors.

Period of Performance
The estimated contract term is three years, commencing upon the issuance of task orders and the Notice to Proceed (NTP).

Place of Performance
Work will be performed throughout District 1 in California, specifically in Del Norte, Humboldt, Mendocino, and Lake counties. Task Orders may extend into adjoining districts but will not exceed a thirty-mile radius from the geographic boundary.

Bidder Requirements
Bidders must comply with various requirements including: a commitment to subcontract at least 25% of the contract amount to certified Small Businesses or Microbusinesses; adherence to Disadvantaged Business Enterprise (DBE) program regulations; submission of financial documents within four days after notification of selection; and maintaining independent contractor status without creating an employer-employee relationship with Caltrans.
