Warehouse, Receiving, Repacking and Distribution Services

Background
The Arizona Department of Health Services (ADHS) is seeking proposals for BPM007099, aimed at establishing a contract for warehouse, receiving, repacking, and distribution services. This initiative supports the Bureau of Operational Readiness and Response (BORR) and the Arizona Department of Emergency and Military Affairs (DEMA-EM) in their mission to manage public health emergencies effectively. The goal is to ensure operational readiness by providing essential warehousing services for critical supplies such as personal protective equipment (PPE), pharmaceuticals, and other public health-related materials.

Work Details
The contractor will provide comprehensive warehousing services that include:

1. Storage facilities with a minimum of 15,000 square feet, including both non-air-conditioned and temperature-controlled areas.
2. Receiving and inventory management of supplies.
3. Distribution and disposal of items as needed.
4. Transportation services for picking up, transporting, and delivering materials to designated locations.
5. Participation in ADHS activation drills/exercises.
6. Maintenance of all necessary federal, state, and local licenses and permits.
7. Provision of a Certificate of Liability Insurance prior to contract commencement.
8. Implementation of an inventory management system that utilizes First-In First-Out (FIFO) methodology.

Period of Performance
The contract will commence upon final signature and will last for one year with the possibility of extensions up to a maximum total duration of five years.

Place of Performance
The primary warehouse must be located in Phoenix, Arizona, with additional satellite terminals within a fifty-mile radius.

Bidder Requirements
Bidders must maintain all required licenses and permits for operation. They are also required to provide a Certificate of Liability Insurance before starting work under the contract. Additionally, contractors must comply with federal funding requirements as outlined in the Federal Funding Accountability and Transparency Act (FFATA).
