The Moreland Co-Development Partner

Background
The City of Phoenix Housing Department is seeking proposals from qualified organizations to act as the Co-Developer for the redevelopment of Deck Park Vista Apartments into a new affordable multifamily rental housing project, named The Moreland. This initiative aims to address the critical need for affordable housing in Downtown Phoenix. The City will provide 56 standard Section 8 Project-Based Vouchers (PBV) and 75 Choice Neighborhoods PBVs, totaling 131 units. The architectural design has been approved, and the project will be executed in two phases: Moreland I and Moreland II.

Work Details
The scope of work includes developing a 132-unit complex in Moreland I with studio to three-bedroom units, community amenities such as a fitness center, computer room, teen/youth space, and a parking garage.

Moreland II will consist of 105 units with studio and one-bedroom apartments, along with similar community facilities. The selected Co-Developer will collaborate with the City to ensure compliance with funding requirements, including application preparation, community outreach, budgeting, contracting third-party vendors, and securing additional funding.

Period of Performance
The contract period will commence upon award and extend through the completion of the project phases as outlined in the proposal.

Place of Performance
The redevelopment will take place at the site of the former Deck Park Vista Apartments located at 1125 N. 3rd Street in Downtown Phoenix.
