Staffing and Workforce Solutions

Background
1GPA is a non-profit national governmental purchasing cooperative that facilitates procurement for public agencies by providing access to competitively awarded contracts. The mission of 1GPA is to empower public agencies and non-profits to access high-quality products and services at the best value while ensuring compliance with procurement laws.

This Request for Proposals (RFP) aims to establish competitively awarded cooperative contracts for comprehensive Staffing and Workforce Solutions Services, which will support various public agencies nationwide, including school districts, municipalities, counties, and other governmental entities.

Work Details
The contract will provide a range of staffing and workforce solutions services including:

1. Employer-of-Record (EOR) and leaseback employee services, which involve onboarding, payroll administration, tax withholding, workers' compensation coverage, unemployment insurance, benefits administration, human resources compliance, risk management, reporting, and regulatory oversight.

2. Temporary staffing and staff augmentation services to supplement the Member workforce across various skill levels.

3. Substitute staffing services to ensure continuity during employee absences.

4. Managed Service Provider (MSP) services for centralized coordination of contingent workforce programs.

5. Recruitment and direct-hire placement services for filling permanent vacancies at all levels including executive searches.

The Contractor may propose for one or more service categories based on their qualifications.

Period of Performance
The initial term of the resultant contract shall start on July 1, 2026, and continue for one year thereafter. The contract may be extended month-to-month or in twelve-month increments up to a maximum of forty-eight months based on mutual agreement.

Place of Performance
Services will be provided nationwide to eligible public agencies that are members of 1GPA.

Bidder Requirements
Offerors must have at least five years of demonstrated experience providing staffing solutions comparable to those described in this RFP. They must also demonstrate financial stability sufficient to support payroll obligations and be properly licensed in applicable jurisdictions.
