Small Package Delivery Services

Background
The City of Phoenix is seeking contractor(s) to provide small package delivery services for various items such as parcels and letters, both domestically and internationally.
This contract aims to fulfill the delivery needs of various City departments over a five-year period, commencing on or about May 1, 2025.
The contract will be awarded based on the specifications and provisions outlined in the solicitation.

Work Details
The Contractor shall provide all methods of deliveries for parcels and letters, including but not limited to:
- Ground
- Freight
- Express
- Same-day
- Domestic
- International deliveries.

Services must include handling Dangerous, Hazardous, or Otherwise Restricted Materials and Evidentiary Materials in compliance with applicable laws.
Delivery receipts must include recipient's signature, printed name, and date of receipt.
The Contractor must offer Carrier Pick-Up from City users' addresses and allow Store Drop Off at physical locations.
Optional services may include Drop Box facilities for package collection.

Contractor requirements include:
- Minimum of 5 years experience in domestic/international deliveries.
- Maintain a satisfactory safety rating from FMCSA.
- High service rating with less than 1% shipment claims ratio and at least 95% on-time delivery performance.
- Capacity to fulfill orders from various locations.
- Provide trained personnel for contract management and customer service with a 24/7 support center.

Period of Performance
The contract will commence on or about May 1, 2025, and will last for five years.

Place of Performance
Services will be performed within the geographic boundaries of the City of Phoenix and may include international shipping.
