Background
The City of Phoenix, through its Water Services Department, is seeking sealed offers for sandblasting and coating services under a five-year contract. The contract is set to commence on or about July 1, 2026, contingent upon the award by the City Council and necessary administrative processes. The purpose of this solicitation is to extend the life of various equipment by removing rust and debris through professional sandblasting and coating services.
Work Details
The contractor will provide comprehensive sandblasting and coating services, which include: conducting initial assessments of equipment,
submitting written estimates for approval,
furnishing all necessary labor, materials, equipment, supplies, supervision, and transportation for sandblasting operations on equipment such as pumps and valves.
After sandblasting, the contractor must apply an epoxy coating or paint as specified by the City. Approved coatings include Tnemec N140 and Tnemec FC22; any alternative products must meet NSF/ANSI Standards 60 and/or 61 if they contact drinking water. The contractor is responsible for protecting City property during operations and must implement dust mitigation measures to comply with local air quality regulations. Services may be performed on-site or at the contractor's facility, with required documentation of all work completed.
Period of Performance
The contract will be in effect for five years starting approximately on July 1, 2026.

Services will be conducted at various locations including Union Hills WTP,
Deer Valley WTP,
24th St. WTP,
Val Vista WTP,
Remote Facilities South and North,
23rd Ave. WWTP,
91st Ave. WWTP,
and Cave Creek WRP in Phoenix and Mesa, Arizona.
Bidder Requirements
Bidders must have been in operation for a minimum of five years providing similar services. They are required to possess all valid certifications or licenses as mandated by federal, state or local laws at the time of submission. Additionally, bidders must comply with equal employment opportunity requirements as per Phoenix City Code Chapter 18.
