Background
The City of Douglas, located in Cochise County, Arizona, is seeking qualified firms for economic development consulting services. With a population of 16,534, Douglas is strategically positioned on the U.S./Mexico border, making trade with Mexico a significant aspect of its economy.

A 2019 study indicated that the existing port is inadequate for commercial and vehicular traffic. The federal government has allocated $400 million for the Douglas Two-Port Solution, which includes constructing a new commercial port and expanding the existing Raul H. Castro Port of Entry. This investment aims to stimulate economic growth and attract manufacturing and logistics companies to the region.

Work Details
The selected firm(s) will provide expertise in several key areas:
- Building and strengthening partnerships in Mexico.
- Attracting and recruiting manufacturing enterprises to the region.
- Identifying and fostering business venture investments.
- Developing and marketing signature sporting, cultural, concert, or special events to elevate the City’s profile.
- Expanding access to affordable housing through targeted investments.
- Facilitating effective intergovernmental relations with U.S. and Mexican stakeholders to improve ports of entry and enhance trade corridors.
- Supporting additional economic development activities aligned with the City’s goals for growth and community prosperity.

Period of Performance
The consultant is expected to prioritize this project and complete the scope of services in a timely manner. Specific deliverables and timelines will be negotiated with the selected firm(s).

The contract will be performed within the City of Douglas, Arizona.
