The City of Chandler is seeking proposals from qualified contractors to provide project management services for its Housing Rehabilitation Program, funded through the Community Development Block Grant (CDBG). Work Details
The selected contractor will be responsible for providing construction project management services that include:

- Managing billing/reporting for all construction-related services.
Specific tasks include:
- Conducting comprehensive on-site inspections for each assigned property.
- Identifying code deficiencies, health and safety concerns, accessibility needs, and CDBG-eligible repairs.
- Developing detailed scopes of work consistent with HUD Housing Quality Standards and City codes.
- Preparing accurate cost estimates based on industry standards.
- Executing procurement functions such as obtaining contractor bids and ensuring compliance with CDBG procurement standards.
- Attending pre-construction meetings and obtaining required permits.
- Ensuring compliance with federal labor standards, lead-safe work practices, and other applicable regulations.
Period of Performance
The contract term is three years with the possibility of extending for up to three additional one-year terms. The City reserves the right to extend the agreement for up to 60 days beyond any extension term.
Place of Performance
Services will be performed within the City of Chandler, Arizona.
Bidder Requirements
Contractors must hold an active Arizona contractor license and maintain required insurance coverage (general liability, workers’ compensation). They should have a minimum of three years of residential construction experience and demonstrate experience with federally funded housing rehab projects. Additionally, contractors must be EPA-certified for Lead-Safe Renovation. Compliance with capturing information related to Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) as well as Section 3 requirements is also necessary.
