Publication of City Charter, City Code, & Zoning Ordinance

Background
The City of Phoenix is seeking sealed offers for the Publication of City Charter, City Code, and Zoning Ordinance. This contract aims to ensure that the Code is published in both electronic and paper formats, with timely updates to maintain accuracy. The contract will commence on or about July 1, 2026, and will last for five years. The goal is to provide a reliable source of legal information to the public and city departments.

Work Details
The contractor will be responsible for:
1. Publishing the Phoenix Charter, City Code, and Zoning Ordinance in both online and paper formats.
2. Ensuring timely updates to the Code as required by the Law Department and Planning and Development Department.
3. Providing customer service from 7:00 am – 6:00 pm Monday through Friday (excluding holidays).
4. Creating and maintaining a public-facing website for the City that publishes the City Code at no charge to the public, ensuring it is ADA compliant and user-friendly.
5. Accepting electronic file updates in MS Word, Adobe Acrobat PDF, or Rich Text Format (RTF).
6. Completing updates based on document length within specified timelines (e.g., 5 days for documents of 20 pages or less).
7. Providing printed materials including six hardbound copies of the City Charter and City Code as well as six copies of the Zoning Ordinance annually every March.
8. Incorporating amendments received from the City into both print and web versions promptly.

Period of Performance
The contract will commence on or about July 1, 2026, for a duration of five years.

Place of Performance
The services will be performed in Phoenix, Arizona.

Bidder Requirements
Offerors must have been in operation for a minimum of five years providing similar services. They must possess all necessary licenses to operate in Arizona and be registered with the City’s Procurement Portal prior to submitting an offer.
