Payment Administrative System

Background
The Arizona Department of Administration, State Procurement Office is seeking proposals for a Payment Administrative System to enhance the State's Online Payment Processing System. The goal is to provide service coverage to all State agencies, boards, and commissions that wish to utilize this service. The contract will be awarded at the discretion of the State.

Work Details
The contractor will provide services related to payment administrative systems that integrate with the State's Online Payment Processing System. Specific requirements include:

1. Initial Offer Submission: Offerors must submit all required documents including Offer and Acceptance Form, Confidential Information Designation, Conformance Statements, Key Personnel information, Letter of Insurability, Proposed Subcontractors, Offeror Questionnaire, References, and Pricing Document.

2. Data Security: The awarded contractor must comply with ADOHS data impact level assessments and achieve a minimum GovRAMP Core security status within specified timelines (Core within 12 months, Ready within 12-18 months, Authorized within 18-24 months).

3. Evaluation Criteria: Proposals will be evaluated based on Method of Approach, Experience and Capacity of Offeror, and Pricing/Cost.

Period of Performance
The contract period will be determined upon award but is expected to cover multiple years as it aims to serve various state agencies continuously.

Place of Performance
Services will be performed in Phoenix, AZ or as required by the State agencies utilizing the system.

Bidder Requirements
Offerors must demonstrate experience in providing similar services and may need to provide evidence of insurance availability and bonding capacity. Additionally, they must comply with any set-aside certifications applicable under Arizona law.
