On-Call Right-of-Way Acquisition and Research Services for Flood Control District

Background
The Coconino County Flood Control District is seeking proposals for On-Call Right-of-Way Acquisition and Research Services. The District aims to engage in long-term flood mitigation projects in FEMA Special Flood Hazard Areas (SFHA) and support new post-wildfire flood mitigation projects.

The contract resulting from this solicitation is intended to extend for five years, allowing for the identification of additional projects to enhance existing mitigation efforts or address major flood events.

Work Details
The independent consultant will provide professional consulting services related to Right of Way Acquisitions and associated research. Key responsibilities include:
- Researching historic rights of way, surveys, land and deed records
- Developing right of way reports
- Preparing easement needs
- Conducting market analyses
- Obtaining property title reports
- Negotiating offers with property owners
- Completing necessary paperwork for escrow
- Collaborating with the District’s design team
- Ensuring compliance with State and Federal laws regarding right of way acquisitions and eminent domain.

Each awarded contract will be limited to a maximum cost of $350,000 per fiscal year.

Period of Performance
The initial term of the contract will be one year, with opportunities for renewal up to four additional one-year terms, totaling a potential five-year engagement.

Place of Performance
Services will be performed within Coconino County, Arizona.

Bidder Requirements
Bidders must be Independent Contractors registered in the State of Arizona. Proposals must demonstrate experience in public right-of-way acquisitions and compliance with Federal Highways Administration requirements.

A staff member with a minimum of three years’ experience in public right-of-way acquisitions is required. Proposals must include a SAM.gov form, an hourly rate sheet for all staff, and evidence of required insurance coverage.
