On-Call Engineering for Small Public Water Systems

Background
The Arizona Department of Administration, General Services Division is seeking to establish multiple mandatory Statewide Design Professional Service Contracts for On-Call Small Water Systems Engineering Services and Construction Administration Services. The goal is to engage qualified engineering firms to provide design and construction administration services for small public water systems, primarily serving less than 10,000 people. This initiative aims to address health-based standards violations and infrastructure improvements while ensuring compliance with state and federal regulations.

Work Details
The selected engineering firms will provide a range of services including:

1) Preliminary budget estimates, programming, site planning, schematic design, design development, contract documents, and contract administration/management.

2) Compliance options reports, preliminary engineering reports, construction documents, permitting, bid documents and bid support.

3) Specific tasks may include site inspections, materials research, life cycle costing of major system components, project development scheduling, and ensuring compliance with applicable local construction codes and laws. The firm will also be responsible for preparing detailed design plans and construction documents that conform to all applicable codes.

Period of Performance
The initial term of the contracts will be for one year with options for up to four annual renewals.

Place of Performance
Services will be performed statewide in Arizona for various small public water systems.

Bidder Requirements
Firms must demonstrate significant experience in the development and design of similar projects. They must also comply with federal immigration laws regarding employee status. Additionally, firms should have knowledge of the requirements under the Safe Drinking Water Act and Clean Water Act.
