Background
The City of Phoenix, Arizona, is seeking qualified contractors to provide Job Order Contracting (JOC) Services for projects funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program. The goal of this contract is to enhance community development through various construction services while adhering to federal regulations, including the requirements of Section 3 of the Housing and Urban Development Act of 1968.

Work Details
Contractors will be expected to perform a range of construction services, including:
- Interior and exterior commercial building repair, remodel, expansion, signage, electrical work, HVAC installations, and ADA improvements.
- Site improvements such as grading and drainage, parking lot construction, hardscape and landscape installations, and irrigation systems.
- Street and right-of-way enhancements including traffic calming devices, sidewalks, and lighting installations.
- Park and recreational upgrades including playgrounds and site lighting.
- Various remodeling projects, new building additions, new constructions, re-roofing tasks, fencing (including custom fencing), and some project-related design work.

Each Job Order Agreement (JOA) issued under this contract will not exceed $250,000 in construction costs; however, no JOA will exceed $1 million.

Period of Performance
The contract will have a duration of 36 months or a maximum value of $3 million per JOC. There is an option to renew for an additional 24-month term or the balance of the maximum contract amount for a total not to exceed $4 million.

Place of Performance
All work will be performed within the State of Arizona.

Bidder Requirements
Contractors must register in the System for Award Management (SAM) prior to receiving a City contract and maintain their registration throughout the contract duration. All firms must not be debarred or ineligible to receive federal funds. Additionally, contractors are required to provide performance and payment bonds for each Job Order proposal prior to executing the Agreement.
