Description

The City of Phoenix is seeking a qualified consultant team to provide professional services for a Program Manager for the Lift Station and Odor Control Programs. Program Manager services may include researching past assessments and Capital Improvement Projects; reviewing operation and maintenance records; identifying, scheduling, and budgeting Capital Improvement Projects for future fiscal years; and developing assessment and rehabilitation cycles. This project sites are citywide.
Background
The City of Phoenix is seeking a qualified consultant team to provide professional services for a Program Manager for the Lift Station and Odor Control Programs. The City currently operates 29 lift stations and 25 odor control stations within its wastewater collection system.

The goal of this contract is to assist Wastewater Engineering in identifying, scheduling, and budgeting Capital Improvement Projects for future fiscal years while developing assessment and rehabilitation cycles.

Work Details
The Program Manager will be responsible for:
- Researching past condition assessments and Capital Improvement Projects;
- Reviewing operation and maintenance records;
- Collecting and reviewing all available assessments, design drawings, as-builts, and operation and maintenance information associated with the lift stations and odor control stations;
- Performing site visits as needed;
- Holding meetings with Wastewater Engineering and Wastewater Collection staff;
- Coordinating with the Force Main Program Manager on future Capital Improvement Projects;
- Developing assessment and rehabilitation cycles for the Lift Station and Odor Control Programs;
- Creating a plan for prioritizing projects;
- Developing an overall schedule and budget for future Capital Improvement Projects;
- Revising and updating the schedule and budget as necessary.

The use of UNIFIER, a web-based project management database, may be required, along with maintaining all project records in electronic format.

Period of Performance
The contract period will commence upon award and is expected to continue through the completion of the identified projects over multiple fiscal years.

Place of Performance
The services will be performed citywide across various locations where lift stations and odor control stations are situated.
