Description

The City of Phoenix is requesting qualifications for LIFT STATION 43 FORCE MAIN REHABILITATION. Qualifications are to be submitted via the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix before 12:00 pm on Friday, November 14, 2025.

Background
The City of Phoenix, Arizona, through its Office of the City Engineer, is seeking a qualified consultant team to provide construction administration and inspection services for the rehabilitation of Lift Station 43 Force Main.

The estimated total construction cost for this project is $8.3 million. This initiative aims to improve and modify existing Ductile Iron Pipe (DIP) force mains and work within the Broadway Valve Vault No. 3, enhancing the efficiency and reliability of the city's wastewater management system.

Work Details
The project includes the following key components:
- Barrel No. 1 Force Main: Open cut pipe replacement in alignment with the existing 24” DIP using 30” HDPE from Broadway Valve Vault No. 3 to Discharge Vault No. 1.
- Barrel No. 2 Force Main: Open cut pipe replacement in alignment with the existing 24” DIP using 30” HDPE from Broadway Valve Vault No. 3 to the South limit of Jack and Bore replacement, including realignment beneath Salt River Outfall (SRO) and Southern Avenue Interceptor (SAI) sewer lines.
- Barrel No. 3 Force Main and Discharge Structure: Construction of a fully redundant force main from Broadway Valve Vault No. 3 to Broadway Road, including modifications in Broadway Valve Vault No. 3 to extend Barrel No. 3 with 30” HDPE to SRO and demolition of existing Barrel No. 4 (12” DIP).
- Installation of new 2” Air Release Valves (ARVs) and 3” Combination Air Valves (CAVs) on each force main barrel at various locations throughout the alignment, housed in new precast vaults.
- Recoating all exposed surfaces in Broadway Valve Vault No. 3 to mitigate inflow, sealing vault lids, and ensuring proper functionality of all valves and appurtenances.

Period of Performance
The contract will be performed over an estimated duration aligned with the construction schedule, expected to commence upon contract execution following selection notification in late November 2025.

Place of Performance
The work will be performed at Lift Station 43 located at the intersection of 75th Avenue and Leodra Lane, extending along force mains running north towards Broadway Road and through Broadway Valve Vault No. 3.

Bidder Requirements
Firms must be registered in the City’s Vendor Management System prior to submitting a proposal. The vendor number should be included on the cover of the Statement of Qualifications (SOQ). The evaluation criteria emphasize experience in construction administration and inspection services for similar projects.
