Job Order Contracting (JOC) Services for Landscape Maintenance & Upgrades

Background
The City of Sedona, Arizona, is seeking sealed Statements of Qualifications (SOQ) for Job Order Contracting (JOC) services related to the City’s landscape maintenance and upgrades.
The purpose of this RFQ is to establish contracts with responsive and responsible contractors that can provide these services on an as-needed basis.
The City reserves the right to award contracts in whole or in part, based on what serves the best interest of the City.

Work Details
The scope of work includes a comprehensive array of landscape maintenance and upgrade services, which may include but are not limited to:

1. Existing Landscape Maintenance:
- Tree trimming
- Shrub trimming/shaping
- Ground cover trimming/thinning
- Weed removal
- Debris removal
- Top-dressing raking/leveling
- Boulder relocation
- Paver rehabilitation/replacement
- Irrigation repairs
- Artificial turf brooming and infill replacement
- Mowing
- Municipal clearing (Firewise)

2. New Installation and Upgrades:
- Tree installation and staking
- Shrub installation
- Ground cover installation
- Weed barrier installation
- Pre-emergent application
- Top-dressing installation
- Gravel installation
- Boulder placement
- Paver installation
- Irrigation installation
- Artificial turf installation

3. Related Products and Services:
- Site grading
- Material screening/sorting/processing
- Traffic controls and barricades
- Preventative maintenance

4. Contractor Requirements: The contractor must have the necessary licenses, tools, equipment, materials, and technical ability to provide the required services. They must also ensure compliance with all applicable laws and standards.

Period of Performance
The contract will be performed over a three-year period following the City Council's award and execution of the Agreement for JOC Services.

Place of Performance
The services will be performed within the geographic boundaries of Sedona, Arizona.

Bidder Requirements
Respondents must be licensed with the Arizona Registrar of Contractors as applicable. They are required to file all necessary documentation with the Arizona Corporation Commission (ACC) and be listed as Active and In Good Standing on the ACC website. Additionally, insurance requirements specified in the Agreement for JOC Services must be met.
