Hydrogen Fueling Station and Supply of Liquid Hydrogen

Background
The City of Phoenix Public Transit Department (PTD) is transitioning its fleet of 500 fixed-route vehicles to achieve a 100% zero-emission fleet by 2040. As part of this initiative, PTD has developed a transition plan that includes the deployment of twelve (12) Fuel Cell Electric Buses (FCEBs), expected to be delivered from mid-to-late 2025.

The selected contractor(s) will be responsible for installing a Mobile Fueling Station at PTD’s West Operating Facility to ensure reliable fueling for these buses. Station uptime and fuel supply reliability are critical for the project's success.

Work Details
The contract involves two main groups of work:

- Group 1 focuses on the provision of a Mobile Fueling Station.
- Group 2 pertains to the supply of hydrogen fuel.

The selected contractor will either lease or sell a turnkey, 350-bar, liquid mobile hydrogen fueling station and regularly furnish/deliver liquid hydrogen (and gaseous hydrogen as needed). The Mobile Fueling Station must be capable of initially fueling twelve (12) 40-foot FCEBs at PTD’s West Operating Facility.

The contractor is required to provide all necessary labor, equipment, materials, testing, tools, warranty, training, and other services as specified in the Scope of Work section. Additionally, the contractor must ensure that the fueling station is fully operational within nine months after receiving a Notice to Proceed (NTP), which is expected around January 2025.

Period of Performance
The contract will commence in or about January 2025 and will have an initial term of three years with two optional one-year extensions.

Place of Performance
The work will be performed at the City of Phoenix's West Operating Facility.
