GSA For Airport Design and Construction Management Services

Background
Pinal County is seeking a General Services Agreement (GSA) with qualified consultants to provide airport design and construction management services for the Pinal County Airpark (MZJ) and San Manuel Ray Blair Airport (E77). The goal of this contract is to ensure prompt and efficient service for various airport improvement projects, including those funded through the Airport Improvement Program (AIP) and other non-federally funded projects.

The County's Development Services - Public Works Division collaborates with stakeholders, the Federal Aviation Administration (FAA), and State Transportation to develop a list of capital improvement projects annually.

Work Details
The consultant will provide a range of services including:
1. **Preliminary Phase**: Define project scope, conduct necessary surveys, geotechnical investigations, and prepare preliminary designs and cost estimates.
2. **Design Phase**: Conduct design meetings, collect engineering data, prepare detailed plans, specifications, and cost estimates.
3. **Construction Phase**: Assist in advertising for bids, onsite construction management, consultation during construction phases, inspecting work, reviewing contractor submissions for compliance, preparing change orders, and final inspections.
4. **Special Services**: May include soils investigations, land surveys, environmental studies, public information activities, and assistance in grant applications. Expected projects include taxiway lighting installation, drainage improvements, taxiway rehabilitation, road construction, fencing installation, and hangar relocation.

Period of Performance
The contract will commence on May 27, 2026 and remain effective through May 26, 2027. There is an option to renew for four additional one-year periods.

Place of Performance
Services will be performed at Pinal County Airpark located at 25233 E. Pinal Airpark Road, Marana, AZ 85653 and San Manuel Ray Blair Airport located at 86181 E. Avenida de Aviacion, San Manuel, AZ 85631.

Bidder Requirements
Consultants must be registered with the Arizona Corporation Commission and provide proof of good standing prior to contract finalization. They must also submit documentation proving they are not debarred or suspended from federal or state contracts. A Certificate of Good Standing from the Arizona Corporation Commission is required for corporations or LLCs. Additionally, consultants are encouraged to maintain an office within 150 miles of Pinal County.
