Enterprise Asset Management - Software & Implementation

Background
The City of Phoenix is seeking sealed offers for an Enterprise Asset Management (EAM) software and implementation project. The contract will span five years, commencing on or about May 1, 2026. This initiative aligns with the City's mission to enhance operational efficiency and asset management capabilities. The solicitation is available through the City’s Procurement Portal and emphasizes compliance with the Phoenix City Code.

Work Details
The contractor will provide a comprehensive EAM solution that includes configuration, modifications, add-ins, data conversion, reporting, and integrations. The Offeror must demonstrate capabilities in functional and technical requirements such as configurability, interoperability, security, scalability, reliability, and mobile support. Specific deliverables include:

- Implementation of EAM and Field Service Management (FSM) applications.
- Support for end-to-end asset lifecycle and work management processes.
- Mobile application functionality for field staff.
- Dashboards and interactive analytics for data reporting.
- Integration with existing systems like ESRI/GIS and SAP.
- A detailed project management plan covering governance, risk management, training, and stakeholder engagement.

Period of Performance
The contract period will commence on or about May 1, 2026, lasting for five years with potential extensions based on performance.

Place of Performance
The services will primarily be performed in Phoenix, Arizona.

Bidder Requirements
Offerors must meet specific qualifications including:

- Certification as a solution implementor for at least one year for the proposed EAM product.
- A minimum of five years in business implementing EAM products for North American public entities.
- Evidence of at least three completed implementations of the proposed product within the last two years.
- Project managers assigned must have over five years of experience managing similar projects. Additionally, Offerors must possess all necessary licenses to operate in Arizona.
