Design Build Of Supervisory Control And Data Aquisition (SCADA)
Background
The City of Douglas is seeking proposals for the design and construction of a Supervisory Control and Data Acquisition (SCADA) system for its Water Division. The goal is to implement a state-of-the-art SCADA system that enhances real-time monitoring and control capabilities for the water distribution network. This will ultimately optimize water distribution, reduce energy consumption, and improve water quality management.

Work Details
The project involves the following key components:

1. **Selection and Installation of New Hardware**: This includes Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), displays, and communication equipment for remote monitoring and control.

2. **Configuration of the Central SCADA System Server**: Utilizing Schneider-Aveva Core SCADA software with additional modules.

3. **Installation of Uninterruptible Power Supply (UPS)**: To ensure continuous operation during power outages.

4. **Alarm Systems Installation**: For notifying operators of critical events.

5. **Supervisory Control Implementation**: Enabling remote monitoring and control of various water system components such as wells, tanks, pumps, and chlorination systems.

6. **Programming New PLCs**: To interface with the Schneider-Aveva system.

7. **Software Integration**: Incorporating existing software and HMI interfaces.

8. **Testing and Commissioning**: Rigorous testing to ensure functionality and reliability, including factory tests, field operational tests, calibration procedures, and user acceptance tests.

9. **Documentation**: Comprehensive documentation including design documents, record drawings, equipment specifications, testing reports, warranties, operations manuals, training materials, etc.

10. **Training Program**: Training sessions covering system functionalities, alarm response procedures, supervisory control operations, and troubleshooting guidelines.

11. **Cybersecurity Measures**: Implementation of robust cybersecurity protocols to protect the SCADA system from threats.

12. **Disaster Recovery Plan**: Development of a plan to ensure business continuity in case of emergencies.

Period of Performance
The contract will be performed from October 2024 until completion of the project as specified in the proposal timeline.
