Design and Engineering Services for Orange Grove/Rancho Mesa Verde; Arizona Sewer Infrastructure Project

Background
Yuma County, Arizona, is seeking proposals for engineering services for the Orange Grove/Rancho Mesa Verde Sanitary Sewer Infrastructure Project. This project aims to provide a new wastewater collection and conveyance system for the Orange Grove Mobile Manor and Rancho Mesa Verde subdivisions, which currently lack public wastewater service. The project is funded in part by federal grants, including ARPA funds, and aims to replace existing septic systems with a new sewer system that connects to the City of Somerton's municipal treatment system.

Work Details
The contractor will provide comprehensive engineering services including:
1) Preliminary design support;
2) Final design including construction plans and specifications;
3) Surveying and land acquisition;
4) Permitting;
5) Preparation of bid documents;
6) Bid support services;
7) Oversight of construction management.

Specific tasks include:
- Abandonment of existing septic tanks;
- Installation of a new collection system with 6-inch and 8-inch PVC gravity sewers;
- Construction of concrete manholes;
- Development of a new sewer lift station;
- Creation of a sanitary transmission line along County 16th Street to connect to the City’s treatment system.

The project will be executed in phases, with detailed deliverables required at each stage (30%, 60%, 90%, and final designs).

Period of Performance
The period for completion of the project is ten (10) months from the issuance of the Notice to Proceed.

Place of Performance
The work will be performed in Yuma County, Arizona, specifically targeting the Orange Grove Mobile Manor and Rancho Mesa Verde subdivisions located east of the City of Somerton.

Bidder Requirements
Proposers must be licensed to operate in Arizona, possess a Unique Entity Identifier (UEI), have an active registration on SAM.gov, and comply with federal regulations due to funding sources. Proposals must include a list of any sub-Proposers or associates involved in the project.
