Design and Engineering Services for Orange Grove/Rancho Mesa Verde; Arizona Sewer Infrastructure Project

Background
Yuma County, Arizona, through the Orange Grove Rancho Mesa Verde Improvement District No. 2022-02, is seeking proposals for engineering services related to the Orange Grove/Rancho Mesa Verde Sanitary Sewer Infrastructure Project. The project aims to address the lack of public wastewater service in the OGRMV subdivisions by designing a new sewer collection system that connects to the City of Somerton's municipal treatment system.

The project is partially funded by federal grants and aims to improve public health and environmental conditions in the area.

Work Details
The selected consultant will provide comprehensive engineering services including:
1. **Preliminary Design Support**: Review existing reports and finalize design criteria based on the approved Preliminary Engineering Report (PER).
2. **Final Design**: Develop construction plans, specifications, and bid documents for a new sewer collection system which includes:
- Abandonment of existing septic systems.
- Installation of a 6-inch and 8-inch PVC gravity sewer system.
- Construction of concrete manholes with corrosion-resistant coatings.
- Development of a new sewer lift station.
- Creation of a sanitary transmission line along County 16th Street to connect with existing infrastructure.
3. **Construction Management**: Oversee construction activities, ensuring compliance with design specifications and regulatory requirements.
4. **Bid Services**: Assist in preparing bid documents and evaluating contractor proposals.

Period of Performance
The period for completion of the project is ten (10) months from the issuance of the Notice to Proceed.

Place of Performance
The work will be performed in Yuma County, Arizona, specifically targeting the Orange Grove Mobile Manor and Rancho Mesa Verde subdivisions located east of the City of Somerton.

Bidder Requirements
Proposers must be licensed to operate within Arizona, possess a Unique Entity Identifier (UEI), have an active registration on SAM.gov, and comply with federal regulations due to partial funding from federal sources. The proposal must include qualifications demonstrating experience with similar projects and knowledge of County Improvement District processes.
