Background
The City of Tempe plans to upgrade or replace its existing advanced metering infrastructure (AMI) over the next few years. The intent of this Request for Proposals (RFP) is to obtain professional consulting services to assist the City in selecting and implementing an AMI system.
The Consultant shall assume that the City’s new Oracle Customer Cloud Service (CCS) will be operational prior to AMI system implementation and shall develop recommendations that align with the City’s future-state CCS environment. The City has over 860 miles of waterline serving approximately 43,000 service connections and meters for residential, commercial, industrial, and landscape customers. Approximately 35,000 meters are small residential meters. The City is currently using Oracle’s CC&B utility billing system and KloudGin asset management system.
Work Details
The Consultant will conduct a needs assessment study to determine current and future technology and infrastructure needs for the City of Tempe. Specific tasks include:
- Assessing existing interfaces with other software applications
- Preparing comprehensive process mapping documents
- Analyzing current system redundancy
- Determining requirements for disaster recovery and business continuity
- Recommending project scope and strategy including timelines for procurement and deployment
- Developing a budget projection
- Recommending resource plan requirements
- Providing a review of RFPs from similar agencies
- Preparing the RFP for a complete system
- Supporting pre-proposal conferences
- Assisting with vendor inquiries
- Participating in proposal evaluations
- Monitoring vendor compliance during installation
- Coordinating with contractors to resolve issues
- Preparing implementation status reports.
Period of Performance
The contract term will commence on the date of award and continue for a period of two years thereafter. The City reserves the right to unilaterally extend the period for an additional 90 days beyond the stated term or renew for up to three additional years.

The services will be performed in Tempe, Arizona.

Offerors must demonstrate successful experience in planning, design, consulting, implementation, integration, and support of AMI water meter projects for municipal or public-sector clients over at least five years. Evidence of successful project delivery and client satisfaction must be provided.
