Background
Coconino County is seeking qualified firms to provide Construction Manager at Risk (CMAR) services for the demolition and site rehabilitation of the Old County Jail located at 211 North W.C. Riles Street, Flagstaff, Arizona. The facility has been vacant since 2000 and is part of a broader initiative to redevelop the site, which includes hazardous materials abatement funded by an EPA cleanup grant.

The project aims to preserve the historic portions of the jail while ensuring safe demolition of non-historic sections.

Work Details
The CMAR Contractor will be responsible for:
1. Demolishing approximately 37,000 square feet of non-historic jail portions while ensuring minimal disruption to adjacent courthouse operations.
2. Preserving the historic section (~3,000 square feet) by carefully detaching it from non-historic parts and maintaining its integrity until full restoration can occur.
3. Site rehabilitation including grading, hydroseeding, installing temporary irrigation systems, and deactivating existing utilities.
4. Administering pre-construction and construction phase services including developing a construction phasing plan, coordinating with utility companies, and preparing a detailed project schedule.
5. Documenting demolition activities through video and photographic means for public relations purposes.
