COBRA Administration Services

Background
The City of Phoenix, Human Resources Department is seeking to enter into an agreement with a qualified Contractor to provide COBRA Administration Services.
The goal of this contract is to ensure effective management and administration of COBRA services for the City’s employees and their dependents over a five-year period, starting January 1, 2026.

Work Details
The Contractor will provide comprehensive COBRA Administration Services, which include:
- Initial notifications to newly eligible employees and dependents.
- Customized COBRA billing process with premium multipliers (20%, 100%, 102%, and 150%).
- Premium billing notices, late premium notifications, cancellation notices, and notifications regarding election periods.
- Conducting annual Participant satisfaction surveys and account management satisfaction surveys.
- Providing a conversion team for data transfer and ensuring customer service representatives are trained on City benefits before Open Enrollment.
- Maintaining compliance with HIPAA regulations and conducting ongoing eligibility checks based on City-provided data.
- Providing detailed pre and post implementation plans that outline project tasks, timelines, responsibilities, and major milestones.
- Offering credits and allowances for implementation costs as determined by the City.

Period of Performance
The contract will be effective from January 1, 2026, for a duration of five years.

Place of Performance
Services will be performed in Phoenix, Arizona.
