Capital Project Delivery Audit Services

Background
The City of Tempe, Arizona, is seeking proposals from qualified firms to provide audit services for its capital project delivery practices. The goal of this Request for Proposals (RFP) is to evaluate whether the City’s processes and internal controls align with applicable laws, regulations, and recognized best practices in public sector capital project delivery. The City’s Internal Audit Office will manage the services required under this RFP and any awarded contract.

Work Details
The selected firm will perform an independent audit of the City’s capital project delivery processes, focusing on the full contract lifecycle from budget planning through project closeout. Key focus areas include:
1) Budget Planning and Development;
2) Cost Estimation and Pricing;
3) Contract Procurement/Solicitation Risks;
4) Contract Form, Terms, and Conditions;
5) Contract Administration;
6) Cost Management and Payments;
7) Performance Monitoring;
8) Risk Management;
9) Documentation and Recordkeeping;
10) Staffing and Resource Loading.

Deliverables include a comprehensive audit report summarizing findings, a prioritized risk assessment, a compliance assessment, and an action plan with recommendations for improvement.

Period of Performance
The term of the contract shall commence on the date of award and shall continue for a period of one (1) year thereafter, with options for renewal for up to four (4) additional years.

Place of Performance
Services will be performed in Tempe, Arizona.

Bidder Requirements
Offerors must demonstrate experience in providing similar audit services for municipalities or other entities. They must also comply with the City’s antidiscrimination policy if they have fifteen or more employees or provide an affidavit of compliance if they have fourteen or fewer employees. Additionally, Offerors must certify compliance with Arizona House Bill 2488 regarding forced labor.
